According to Seattle Municiple Code, it's also worth while to turn the car around so that once parked it is facing the direction of traffic.

That section also seems to say that you're *required* to lock your car.
By golly you're right.
I can't help but notice that we're required to lock our doors and then remove the key. I might need training...
